본 회는 배우 이병헌 공식 팬클럽 “ [병헌 그리고 루버스], (BH&Rubeurs)“ 라 칭합니다. (이하 BH&Rubeurs 혹은 루버스) 루버스(Rubeurs)는 7 월 탄생석 Ruby 를 바탕으로 만든 조어로써 변치 않는 마음으로 이병헌과 함께 함을 약속하는 의미입니다.

루버스는 배우 이병헌에 대한 정보 공유, 응원 활동, 회원 간의 친목과 우정을 나누기 위한 모임입니다.

배우 이병헌과 그의 연기를 좋아하고 그를 좋아하는 사람들과의 만남 또한 소중히 여기며 팬클럽 정회원으로 조금 더 적극적으로 활동하고자 하시는 분은 루버스의 정회원으로 가입 신청을 하실 수 있습니다.

1. 1. 루버스 정회원은 국적, 연령 및 남녀 구분 없이 가입할 수 있습니다.
2. 2. 루버스 정회원은 국적에 따라 한국 정회원과 해외 정회원으로 구분됩니다.
3. 3. 루버스 정회원은 연령에 따라 청소년 회원(만 20 세 미만- 투표권 없음) 과 성인회원 (만 20 세 이상)으로 구분됩니다.
4. 4. 루버스의 모든 활동은 한국 정회원을 중심으로 이루어집니다.
5. 5. 루버스 정회원은 우선 웹사이트 ( www.leebyunghun.kr )회원으로 가입하여 BH&Rubeurs 준회원으로 승인을 받아야 합니다.이는 정회원 가입에 앞서 신청자 본인 확인 및 BH&Rubeurs 회원 정책을 성실히 이행할 것을 약속함을 의미합니다.
6. 6. 루버스 정회원은 반드시 모집 기간 내에 신청해야 하며 준회원은 별도의 회원가입 기간 없이 언제든 가입이 가능합니다.
7. 7. 루버스 정회원은 연 1 회에 ( 8 월 2 째 주부터 3 째 주 까지, 2 주간 ) 게시판 공지를 통해 모집하며, 비정기적으로 특별 정회원 추가 모집 행사가 있을 수 있습니다.
8. 8. 루버스 정회원의 추가 모집은 특별한 상황이라 판단되는 경우에 운영진이 주관하여 일회성 이벤트로 진행할 수 있으며, 정회원의 투표로 추가 모집 여부를 최종 결정합니다.
9. 9. 정회원 활동 기간은 1 년으로 정합니다. ( 가입 당해 9 월 1 일부터 익년 8 월 31 일 까지 ) 추가모집의 경우에도 정기모집 회원과 활동 기간은 같습니다. ( 8 월 31 일까지 )
10. 10. 정회원은 매년 연회비를 납부하여야 합니다.
    
    한국 정회원 : ~ 19 세 : 30,000 원 ( 투표권 없음 ) / 20 세~ : 50,000 원 ( 변동될 수 있음 )
    해외 정회원 : 60,000 원 공통 ( 변동 될 수 있음 )
    [ 입금시 주의사항 ]
    • (1) 반드시 본인의 이름으로 입금합니다.
      ( 텔레뱅킹.인터넷뱅킹 이용시 가족 등 타인의 이름으로 입금되는 경우 확인이 어려우므로 필히 본인의 이름으로 입금바랍니다.)
    • (2) 입금자 이름 외에 다른 내용은 절대 넣지 않도록 합니다.
      ( 입금자 이름 외에 전화번호나 운영진 이름 등 다른 명칭으로 기재되어 있는 경우가 많으니 꼭 확인바랍니다.)
    • (3) 통장에 기재된 이름으로 최종 입금확인 되므로 반드시 1 인 1 입금을 원칙으로 합니다. ( 본인 외 동반인 O 명은 안 됩니다. )
      단, 운영진에게 미리 동의를 구하고 승인을 받은 후에는 동반 입금도 가능합니다.
11. 11. 연회비는 1 년간( www.leebyunghun.kr ) 웹사이트를 유지 관리하고 이병헌을 응원하는 모든 활동과 기타 루버스를 운영하는데 사용하게 되며, 정회원 가입 시 지급되는 기념품을 제작, 발송하는데 사용됩니다. 정모, 생일파티, 팬미팅, 단체 관람등 루버스가 주관하는 행사에는 따로 회비를 걷어 진행합니다.
12. 12. 추가모집 회원에게는 해당 기수의 기념품이 지급되지 않을 수 있으며 이에 따라 가입회비의 변동이 있을 수 있습니다.
13. 13. 연회비 입금 후, 정회원 모집 공지 시 함께 첨부 되는 [회원 가입 신청서] 양식를 다운 받아 내용을 모두 작성하여 한국 회원은 ( rubeurs@hanmail.net ) / 해외 회원은 ( rubeurs712@nate.com )으로 보내주시기 바랍니다.
14. 14. 한국 정회원은 네이버 루버스 카페 (http://cafe.naver.com/loverubeurs)에 가입하여 가입 인사말 1회 등록(신입회원과 직전기수 미가입회원에 한함)후에, 루버스 정회원으로 승인됩니다. ( 연회비 입금. 가입신청서 . 루버스 카페 인사말 완료 후 최종 정회원 승인됩니다. )
15. 15. BH&Rubeurs 회원 정책 제 5 조 (회원 가입 신청의 제한)에 의거해 정회원 가입이 거부 될 수 있습니다.

1. 1. 루버스 한국 정회원은 의제 발언권, 의결권, 선거권, 피선거권을 가집니다.
2. 2. 루버스 정회원은 ( www.leebyunghun.kr ) 내의 모든 게시판을 열람하고 글을 쓸 수 있습니다.
3. 3. 루버스의 모든 온, 오프라인 활동에 대해 한국 정회원 > 해외 정회원 > 준회원의 순으로 우선 참가권을 가지며 행사에 따라 한국 정회원만의 특혜가 주어질 수 있습니다.
4. 4. 루버스 한국 정회원은 회계 자료를 감사하고 열람할 수 있는 권한을 가집니다.
5. 5. 루버스 한국 정회원은 매월 정모에 참가할 수 있습니다. (매월 둘째 토요일- 변경 가능)
6. 6. 루버스 정회원에게는 개인별 영구 고유 번호가 주어집니다. (Rubeurs ID-code No.)
7. 7. 루버스 정회원에게는 루버스가 직접 제작하는 가입 기념품을 발송합니다.

1. 1. 루버스 해외 정회원은 ( www.leebyunghun.kr ) 내의 게시판을 자유롭게 열람하고 글을 쓸 수 있습니다.
2. 2. 해외 정회원은 연 4 회 정모 - 9 월(회기 첫 번째 정모) ,10 월(소풍) 3 월(영화 상영회), 7 월(생파정모) , + (시사회, 시상식, 단체관람 등 비정기적 행사)에 참가할 수 있습니다.
3. 3. 루버스의 모든 온, 오프라인 활동에 대해 한국 정회원 > 해외 정회원 >준회원의 순으로 우선 참가권을 가지며 행사 운영시 한국 정회원만의 특혜가 주어질 수 있습니다.
4. 4. 루버스 정회원에게는 개인별 영구 고유 번호가 주어집니다. (Rubeurs ID-code No.)
5. 5. 루버스 정회원에게는 루버스가 직접 제작하는 가입 기념품을 발송합니다.

1. 1. 루버스의 정책및 정회원 회칙, 회원들의 협의로 결정된 시행세칙은 반드시 준수해야 합니다.
2. 2. 루버스의 공지사항을 반드시 확인하고 준수해야 합니다.
3. 3. 루버스의 모든 활동은 실명제를 원칙으로 합니다.
4. 4. 루버스에 대한 지속적인 관심과 참여를 보여야 합니다. (온, 오프 활동, 투표권 행사 등)
5. 5. 회원 간의 비방과 타 연예인의 비방을 삼가야합니다.
6. 6. 회원 상호간의 기본적인 인격 존중과 예의를 지켜야 합니다.
7. 7. 합리적인 토론과 의견 조율로 원활한 루버스가 운영될 수 있도록 협조합니다.

1. 1. 운영진은 루버스 한국 정회원 가입이 완료된 후 한국 정회원 인원수와 명단을 네이버 카페에 공개합니다.
2. 2. 운영진은 선착순으로 참가 신청을 받는 경우 특별한 사유가 없는 한 게시판에 미리 공지합니다.
   ( 단, 한국회원부터 우선 신청 받습니다.)
3. 3. 루버스의 운영 및 활동에 관한 조언, 제안, 건의 사항, 기타 문의, 등은 게시판 또는 공식 이메일을 통해 해주시기 바랍니다.
   운영진에게 개인적으로 문자를 보내는 일은 업무에 방해가 될 수 있으므로 가급적 삼가주시기 바랍니다.
4. 4. 루버스 내의 모든 투표는 네이버 카페에서 진행합니다.
5. 5. 운영진은 행사 개최 시 공식적으로 도우미를 지원받습니다. 단, 현장상황에 따라 탄력적으로 운영할 수 있습니다.
6. 6. 운영진은 정회원이 회원 정책제 8 조 ( 회원의 의무 )와 본 회칙제 6 조 ( 정회원의 기본원칙 )의 각조항을위반했을 경우, 의결 없이 즉시 ‘경고’ 처분 할 수 있으며, 해당 회원의 이름과 위반 사항을 게시판에 공지합니다.
7. 7. 운영진은 ‘경고’ 처분이 3 회 누적된 회원에 대해 회원 제명을 의결할 수 있습니다.
   (‘경고’ 처분은 다음 기로 계속 이월됩니다.)
8. 8. 루버스 내 행사 신청은 반드시 본인 명의로 해야 하며, 운영진의 승인 없이는 타인의 명의로 대리 신청할 수 없습니다. ( 단, 운영진이 회원의 상황이 불가피한 경우하고 판단한 경우에는 대리 신청을 승인할 수 있습니다. )
   그러나 선착순 한정 이벤트의 참가 신청일 경우, 대리 신청은 절대 불가합니다.
   운영진의 승인 없는 대리 신청이 적발 될 시에는 참가 신청이 무효가 되고 ‘경고‘ 처분을 받을 수 있습니다.
9. 9. 루버스 내 모든 공식 행사에 사전 연락 없이 불참석 할 경우, 행사 하루 전까지 게시판이나 이메일, 또는 운영진에게 문자로 반드시 취소 신청을 하셔야 합니다.
   ( 당일 취소는 ‘경고’ 처분 할 수 있습니다. 단, 운영진이 불가피한 상황이라 판단한 경우에는 예외로 할 수 있습니다. )
10. 10. 회원 간의 개인적인 사안을 루버스에 게시하여 공론화 하는 행위를 금지합니다.
    ( 정회원 사이의 분쟁이라도 충분히 개인적인 방법으로 해결할 수 있음에도 굳이 게시판에 공론화 하여 루버스 내에 혼란을 야기하고 문제를 확대시키는 행위로 판단되는 경우, 운영진은 해당 게시물을 삭제하고 ‘경고’ 처분 할 수 있습니다. )
11. 11. 루버스 주관의 행사, MT, 정모 등 이병헌 님의 참석 여부를 운영진, 소속사에 개인적으로 확인하는 등의 업무 방해 행위를 금지합니다. 이를 어길 시에는 ‘경고’ 처분을 받을 수 있습니다.
12. 12. 참가 신청을 하지 않은 루버스 행사에는 운영진의 사전 승인 없이 회원이 임의로 참석할 수 없습니다.
    단, 인원 동원이 요구되는 행사나 일반 정모 등 상황에 따라 행사 시작 전에 운영진이 참가를 승인할 수 있습니다.
13. 13. 루버스가 주관하는 주요 행사 (MT, 생파정모, 단관, 특별이벤트 등) 또는 초대되어 참석하는 외부 행사 (시상식, 시사회 등)에 정당한 입장 자격 없이 입장을 시도하거나 이미 입장을 한 경우에는 적발 시 퇴장 조치하며 ‘경고’ 처분 없이 즉시 해당 회원의 제명을 의결할 수 있습니다.
14. 14. 운영진은 정회원이 아래 회원 정책 제9조 ( 회원 권한의 제한 ) 의거해 이를 위반 하였을 경우, 사안의 정도에 따라 ‘경고’ 처분 없이 즉시 회원 제명을 의결할 수 있습니다.
    정회원 제명에 대한 의결은 전체 정회원의 투표로 결정하는 것을 원칙으로 합니다.
    
    ※ 회원 정책 제9조 ( 회원 권한의 제한 )
    BH&Rubeurs는 각 회원이 본 정책 제 8조 회원 의무 조항을 위반하거나, 다음 각 호에 해당하는 경우 회원의 자격을 제한하고 필요한 경우 법률적인 제재를 가할 수 있습니다.
    준회원은 적발 즉시 회원 자격을 박탈하며 정회원은 별도의 처벌규정에 의거해 결정합니다.
    • (1) 다른 이용자의 ID, 비밀번호를 도용하는 행위
    • (2) 대외적으로 이병헌 과 BH&Rubeurs 의 명예를 손상시키는 행위
    • (3) BH&Rubeurs 운영진(임원) 또는 관계자를 사칭하는 행위
    • (4) BH&Rubeurs 로부터 특별한 권리를 부여 받지 않고 BH&Rubeurs 의 프로그램을 변경하거나, 서버를 해킹하거나, 웹사이트 또는 게시된 정보의 일부분 또는 전체를 임의로 변경하는 행위
    • (5) 본 사이트를 통해 얻은 정보를 BH&Rubeurs의 사전 승낙 없이 다른 목적으로 복제하거나, 이를 출판 및 방송 등에 사용하거나, 제 3자에게 제공하는 행위
    • (6) 공공질서 및 미풍양속에 위반되는 저속, 음란한 내용의 정보, 문장, 도형, 음향, 동영상을 전송, 게시, 전자우편 또는 기타의 방법으로 타인에게 유포하는 행위
    • (7) 모욕적이거나 개인 신상에 대한 내용이어서 타인의 명예나 프라이버시를 침해할 수 있는 내용을 전송, 게시, 전자우편 또는 기타의 방법으로 타인에게 유포하는 행위
    • (8) 다른 이용자를 비방, 희롱 또는 위협하거나, 특정 이용자에게 지속적으로 고통 또는 불편을 주는 행위
    • (9) BH&Rubeurs 의 승인을 받지 않고 다른 사용자의 개인정보를 수집 또는 저장하는 행위
    • (10) 범죄와 결부된다고 객관적으로 판단되는 행위
    • (11) 본 정책을 포함하여 기타 BH&Rubeurs가 정한 규정 또는 이용 조건을 위반하는 행위
    • (12) 기타 관계법령에 위배되는 행위
    • (13) 1년 이상 본 사이트에 접속하지 않는 불량 회원

1. 1. 탈퇴는 회원 본인의 희망에 따라 자유롭게 할 수 있습니다.
2. 2. 회원의 제명은 다음 사항에 해당하는 회원에 한해 정회원의 투표로 최종 결정합니다.
   • (1) 루버스의 정책 및 회칙에 불응하여 운영진의 ‘경고’ 처분을 3회 이상 받은 회원.
   • (2) 본 회칙 제 6조와 제 7조의 조항을 위반하여 제명되어야 한다고 판단되는 회원
   • (3) 제명이 의결된 해당 회원은 본인이 원할 경우 소명할 수 있는 기회를 가집니다.
   • (4) 정회원 제명 안건에 대한 투표는 투표자 1/2의 찬성으로 결정합니다.

1. 1. 루버스의 운영진은 2인 (총무 포함)으로 구성합니다.
2. 2. 네이버 카페를 통해 무기명 비밀투표로 결정합니다.
3. 3. 최다 득표자와 차다 득표자를 운영진으로 선출합니다.
4. 4. 총무는 루버스의 운영진의 업무 외에 재정 관리 업무를 담당하며 총무투표는 운영진 투표와 함께 진행하여 최다 득표자를 총무로 선출합니다.
5. 5. 운영진 투표기간
   - 매년 7월 둘째주에 5일간 후보 추천을 받습니다.
   - 매년 7월 셋째주에 5일간 운영진 투표를 실시합니다.
   (위 모든 사항은 게시판에 공지함과 동시에 각 회원에게 전체 메일 또는 문자를 통해 공지합니다.)
6. 6. 운영진 추천을 받은 사람은 추천에 대한 의사를 추천 기간 5일내에 게시판에 명확히 밝히도록 합니다.
7. 7. 운영진 추천을 받은 사람 중 기권의사를 밝힌 사람은 추천에서 바로 제외하도록 합니다.
8. 8. 루버스 운영진의 임기 중 하차 시에는 부족한 인원을 투표로 재 선출하되 전임자의 잔여임기로 정합니다.
   (단, 남은 임기가 2 개월 미만일 경우 남은 운영진의 의견을 존중합니다.)
9. 9. 보궐로 선출된 운영진의 임기는 전임자의 잔여 임기까지로 정하며 1 년 임기를 완수한 것으로 간주합니다.
   단, 6 개월 미만일때는 운영진 혜택은 주어지지 않으며 6 개월 이상일 때 혜택이 발생합니다.
10. 10. 운영진 선출 투표 시 부정행위가 발각되었을 경우, 남은 다 득표 후보가 자동으로 운영진에 선출됩니다.만약 인원이 부족한 경우, 부족한 인원만 투표로 다시 선출합니다.
11. 11. 운영진 선출시 동점자가 나올 경우에는 재투표를 실시합니다. (재투표일은 3 일간으로 정합니다.)

1. 1. 루버스 운영진의 임기는 1 년으로 합니다.
   (운영진 연임은 1 회로 제한하며 첫해를 포함하여 2 년 연임한 경우, 1 년 후에는 다시 추천받을 수 있습니다.)
2. 2. 운영진의 임기는 당해 8 월 1 일부터 익년 7 월 31 일까지로 합니다.

1. 1. BH&Rubeurs 회원 정책 및 루버스 회칙을 반드시 준수해야 합니다.
2. 2. 게시판 및 모든 루버스 자료를 성실히 관리하고 운영해야 합니다.
3. 3. 이병헌 및 관계사와 회원 간의 상호교류가 원활하게 이루어지도록 기여하며 루버스 운영의 총책임을 맡습니다.
4. 4. 운영진의 권한 사용 시 신중해야 하며 회칙에 위배되어서는 안 됩니다.
5. 5. 회원들의 의사를 존중해야 하며 다수의 이익을 위한 운영을 해야 합니다.
6. 6. 운영진으로서 촬영했던 모든 자료는 개인의 것이 아닌 루버스의 자산이므로, 개인이 소장할 수 없습니다.
7. 7. 전 운영진은 일년 동안의 모든 자료 (동영상, 사진, 기념품등 일체의 루버스 물품과 자산의 원본)를 다음 운영진이나 소속사에 일체 양도해야합니다.
8. 8. 운영진 간의 이견으로 갈등과 문제가 발생할 경우 이는 운영진 내부에서 해결하도록 하고, 그 문제가 대외적인 사안일 경우 게시판과 정모를 통해 정회원과 의논하여 결정합니다.
9. 9. 운영진에게는 임기 중인 해의 정회원 연회비를 면제합니다.
10. 10. 운영진에게는 임기 수행을 마친 후 ( 1년 임기 시 10만원 / 2년 임기 시 15만원) 상당의 선물을 합니다.
    단, 운영진이 임기동안 부정행위로 인하여 자진탈퇴, 제명되었을 경우에는 선물 지급을 취소합니다.

1. 1. 만 20세 이상의 루버스 한국 정회원이어야 하며 활동한 지 연속 3기 이상 되어야 합니다.
2. 2. 현재 타 연예인 팬클럽의 운영진이 아니어야 합니다.
3. 3. 임기동안 웹사이트 관리와 루버스 정모 및 각 행사에 적극적으로 활동할 수 있는 회원이어야 합니다.

1. 1. 운영진의 사퇴는 본인의 희망에 따라 자유롭게 할 수 있습니다. 다만 사퇴 전 업무를 대신할 차기 임원진 구성과 인수인계에 대한 책임이 선행되어야 합니다.
2. 2. 운영진으로서 도의에 어긋나는 행동을 하거나 고의로 루버스에 피해를 주는 행동을 하는 등 그 임무를 올바르게 수행하지 못한다고 판단되는 경우 해당 운영진의 탄핵을 의결할 수 있습니다. 이때 해당 운영진은 본인이 원할 경우 게시판과 정모를 통해 소명할 수 권리를 가집니다.
3. 3. 발의된 운영진 탄핵안은 투표자 1/2 이상의 찬성으로 결정됩니다.

1. 1. 루버스의 재정은 각 회기의 정회원 회비와 그 외의 수입으로 충당합니다.
2. 2. 루버스의 회계 연도는 정회원 기수와 같이 당해 9 월 1 일부터 익년 8 월 31 일 까지로 합니다.
3. 3. 루버스 정회원 회비는 회원의 의견을 수렴하여 투표를 통해 최종 결정합니다.
4. 4. 1회 100만원 이상의 금액을 지출해야 할 경우 미리 게시판을 통해 정회원에게 알리고, 그 결과를 보고합니다.

1. 1. 총무는 매월 첫째 주에 전월 회계정산을 회원들에게 보고하여 감사받아야 합니다.
2. 2. 총무는 회계정산내역 자료(내역서, 통장내역, 영수증 등)를 홈페이지와 네이버카페 2 곳에 동시에 공지합니다.
3. 3. 회비 지출이 있는 모든 행사 후에는 영수증과 지출 내역을 게시판에 공지하여 정회원에게 보고합니다.
4. 4. 카카오뱅크 통장을 메인계좌로 개설하여 총무 외 운영진이 공동으로 입출금을 확인할 수 있도록 합니다.

1. 1. 새로운 회칙의 제정이나 기존 회칙의 폐지, 또는 변경 ( 이하 회칙 개정 )에 대한 요구가 있을 시에는 게시판을 통해 정회원의 의견을 수렴한 후 투표로서 최종 결정합니다.
2. 2. 회칙 개정에 대한 투표는 발의 후 1 주일간 공지한 후 5 일간 투표하고 그 결과를 즉시 회원에게 공표합니다.
3. 3. 개정된 회칙은 별도 시행일을 공표하며 이 날로부터 즉시 효력이 발생합니다.
4. 4. 회칙 개정이 확정되면 시행이 공표된 날로부터 구 회칙은 즉시 효력을 상실합니다.
5. 5. 루버스 회칙에 제시 또는 명시되지 않은 사항은 운영진이 시행세칙을 규정하여 정회원의 의결로 보완할 수 있습니다.
6. 6. 루버스 내의 모든 투표는 투표 참여자의 과반수의 찬성을 원칙으로 합니다.
7. 7. 시행세칙 의결은 운영진의 판단에 따라 정회원의 투표를 거치지 않고 댓글이나 정모 등을 통해 결정할 수 있습니다.

1. 1. 루버스에서는 배우님을 위한 서포트 행사가 있을 시,운영진은 정회원으로부터 후원금을 받아 운영할 수 있습니다.
2. 2. 후원금 사용내역을 운영진은 사용 후 1 주일 이내 게시판에 게시해야 합니다.

Person who loves actor Lee Byung-hun and his performance and who cherishes meeting with people who love him, and wants to more proactively engage in the club activity as a Full membership can apply for admission as a Full membership.

1. 1. A Full membership of RUBEURS (hereinafter referred to as the “Full membership”) is open to all without distinction of nationality, age or gender.
2. 2. Full membership is classified into ‘Korean Full membership’ and ‘Overseas Full membership’ by her/his nationality
3. 3. Full membership is classified into ‘Junior membership (under the age of 20 with before her/his birthday-no voting right)’ and ‘Adult membership (over the age of 20 with after her/his birthday)’.
4. 4. All activities in RUBEURS are centered for ‘Korean Full membership.
5. 5. Becoming a Full membership, all applicants shall apply ‘Membership’ in the web site (www.leebyunghun.kr) to get an approval of associated membership of RUBEURS (hereinafter referred to as the “Associated membership”). This means that you have to confirm your identification and agree to faithfully carry out BH&Rubeurs Policies before applying qualification of Full membership.
6. 6. Full membership shall be applied within recruitment period, but associated membership is always opened to all without any specific recruitment period.
7. 7. Full membership shall be applied once a year (from 2nd week of Aug. to 3rd week, during the two weeks) by the notice on bulletin board in the web site and there may be special recruitment period for applying a Full membership occasionally.
8. 8. The special recruitment for a Full membership can be conducted by convening authority of the authorized Administrative board of RUBEURS (hereinafter referred to as the “Administrative”) as one-time event only for special occasions, and it shall be finally adopted by the affirmative vote of current Full membership.
9. 9. A valid period of a Full membership is one year (from 1 st of September in the first year of qualification to 31st of August in the next year, 365days). In case of additional special recruitment, the valid period of a Full membership is same as regular recruitment (to 31st of August).
10. 10. A Full membership must pay an annual fee for Membership annually.
    
    Korean Full membership: -. Junior membership (under 20years old): KRW 30,000 (No voting right). / -. Adult membership (over 20years old): KRW 50,000 (It can be changed).
    Overseas Full membership: KRW 60,000 per each person regardless of her/his age (It can be changed).

    • (1) Applicant shall use the name of a Full membership when remitting money/fees (In the event that Telebanking and Internet banking, if you use another’s name like family, it is difficult to match the name of the sender with you).
    • (2) Please be sure not to write other description except the name of a Full membership (There are lots of errors in the name of the sender such as telephone number or the name of the Administrative, please check the name of remittance before transmitting).
    • (3) We make it a rule to finally confirm deposit one by one by checking sender’s name in a Full membership list, therefore please do not remit the money together as proxy for many people when you deposit(Not allowed to use ‘beside ***, ## person’). However, when you got an approval from the Administrative to remit the money together in advance, it is acceptable to us.
11. 11. The annual fee for a Full membership is used for managing the web site(www.leebyunghun.kr) for a year, activities in RUBEURS for supporting Lee Byung-hun, operating RUBEURS, and giving a new Full membership a memento when they join the club. Other activities conducted by RUBEURS such as a regular meeting, a birthday party, a fan meeting, a group viewing are offered by collecting special fee.
12. 12. There may not be a memento given to the membership of the year to an additional recruitment membership, therefore the annual fee for an additional Full membership can be adjusted properly.
13. 13. After remittance of an annual fee for a Full membership, please download and fill in [Membership application] attached in notice on bulletin board in the web site, and then please send it to (rubeurs@hanmail.net) for Korean Full membership / send it to (rebeurs712@nate.com) for Overseas Full membership respectively.
14. 14. Korean Full membership will be approved after joining Naver RUBEURS Café (http://cafe.naver.com/loverubeurs) and write down greetings (only for new members and unregistered members of the previous year).
15. 15. The Administrative has right to refuse admission for the applicant in accordance with Article 5 of BH&Rubeurs Policies (Restriction clause of application).

1. 1. Korean Full membership has right to speak, vote, suffrage and eligibility for election.
2. 2. A Full membership has authority to read and write in all of bulletin board of (www.leebyunghun.kr).
3. 3. All members of RUBEURS have priority over all the on-and off-lines activities in the exact order listed as Korean Full membership, Overseas Full membership and Associated membership and there may be a special favor to Korean Full membership according to the events.
4. 4. Korean Full membership has authority to audit, inspect the accounting system of RUBEURS.
5. 5. Korean Full membership has right to attend a monthly regular meeting (The second Saturday in every month – it can be adjusted according to situations)
6. 6. A Full membership is given the permanent ID-code No. (Rubeurs ID-code No.).
7. 7. A moment produced by RUBEURS for joining the club is sent to Full membership.

1. 1. Overseas Full membership of RUBEURS has right to read, write in all of bulletin board of (www.leebyunghun.kr).
2. 2. Overseas Full membership has right to attend regular meetings four times a year – September (the first regular meeting in a year of membership), October (an outing), March (movie screening), and July (a regular meeting for his birthday party) + (irregular meetings such as a preview, the awards, a group viewing).
3. 3. All members of RUBEURS have priority over all the on-and off-lines activities in the exact order listed as Korean Full membership, Overseas Full membership and Associated membership and there may be a special favor to Korean Full membership according to the events.
4. 4. A Full membership is given the permanent ID-code No. (Rubeurs ID-code No.)
5. 5. A moment produced by RUBEURS for joining the club is sent to a Full membership.
6. 6. Overseas Full membership can express him or herself and propose ideas to RUBEURS, but cannot raise an objection to the Bylaw of RUBEURS.
7. 7. Overseas Full membership doesn’t have authority to audit the accounting system, suffrage and eligibility for election.

1. 1. BH&Rubeurs Policies, the Bylaw of Full membership and Rules for operation adopted by resolutions of members must be complied with.
2. 2. A Full membership shall check and comply with notice in RUBEURS.
3. 3. We make it a rule to use member’s real name in all activities in RUBEURS.
4. 4. A Full membership shall pay consistent attention to RUBEURS and join the meetings (the on-and off-lines activities, voting, etc.).
5. 5. Please refrain from mutual slander and invective between members and to an entertainer
6. 6. Please mind your manners to other members of RUBEURS and respect each other’s personality.
7. 7. Please cooperate with us for operating RUBEURS through rational discussion and opinion coordination among members.

1. 1. The Administrative announces numbers and opens to the public of Korean Full membership names in Naver Café after completing recruitment of Korean Full membership.
2. 2. The Administrative makes notice in advance in case of having applications on a firstcome-first-served basis unless there is a special reason (However, Korean Full membership will be a priority).
3. 3. When you have advice, proposals, recommendations and any questions, shall use the bulletin board in the web site or an official e-mail address. Please refrain from sending email or text messages to the Administrative personally as much as you possibly can because it can be obstruction of work.
4. 4. All votes within RUBEURS will be conducted in Naver Café.
5. 5. The management team is officially supported by a helper when the event is held. However, it shall be operated flexibly according to the site conditions.
6. 6. The Administrative can give warning to members immediately without vote and post member’s name and violations on the bulletin board of the web site in the event that violation of Article 8 in BH&Rubeurs Policies(Obligation of membership) and Article 6 in this Bylaw of RUBEURS(Basic principle of a Full membership of RUBEURS)
7. 7. The Administrative has authority to vote on members who have 3 times warning about expulsion from the membership (‘Warning’ is carried forwarded to the next term).
8. 8. Application for the events in RUBEURS shall be applied under the name of members, and proxy with another’s name shall not be allowed without prior permission from the Administrative (However, proxy will be approved when it comes to judging an irresistible force). However, proxy is never accepted to the events on a first-come first-served basis. It shall be null and void and warned if you are caught using proxy without an approval from the Administrative.
9. 9. We certainly need at least 24 hours' notice of cancellation on the bulletin board of the web site or email, text messages to the Administrative (Not if you cancel at least one day in advance. If you cancel after that, or if you just don't show up without any kind of notice in advance, the Administrative has authority to give you ‘Warning’. However, in the event that judging force majeure, it can be acceptable by way of exception)
10. 10. The personal issue among members in the bulletin board of the web site shall not be publicized in any case (In spite of having solution with personal way among members, the Administrative has right to delete the posts and give warning to the persons concerned cause confusion and expand problem through raising issues on the bulletin board of the web site).
11. 11. . Prohibit obstruction of work such as getting information personally from the Administrative or his management company about presence of Lee Byung-hun to the events operated by RUBEURS, MT, regular meeting, etc. Anybody who breaks this rule will be warned.
12. 12. A member shall not be allowed to attend discretionally the meeting which is not registered in advance without an approval from the Administrative. However, the Administrative has the right to approve attendance of a member accordingly at a regular meeting or the events which need to make a mobilization of people before the events begin.
13. 13. The Administrative has the right to conduct away undeserving members who are try to attempt to enter the events or who have already made an entrance to the main events operated by RUBEURS (MT, a regular meeting for birthday party, a group viewing and a special event, etc.) or the external events with invitation only (the awards, a preview, etc.). In this case, the Administrative has the right to vote on the expulsion of the member from RUBEURS.
14. 14. The Administrative has the right to vote on the immediate expulsion of a member from the club in accordance with below Article 9 of BH&Rubeurs Policies (Restriction of a membership) by the level of infractions without warning when a member violates the Article. We make it a rule to confirm the expulsion of a Full membership by resolutions of whole of a Full membership.
    
    ※ Article 9 of BH&Rubeurs Policies (Restriction of a Membership)
    BH&Rubeurs has the right to restrict qualification of members and take legal sanctions when the necessity arises on condition that a member violates Article 8 in BH&Rubeurs Policies (the obligations of member) or corresponds to the below clauses. An Associated membership in contravention to these clauses will no longer be allowed as a club member and a Full membership will be decided through separate rules of punishment.
    • (1) An illegal use of other’s ID, Password.
    • (2) Damage or injury the honor of Lee Byung-hun, BH&Rubeurs and its public image.
    • (3) Impersonate the Administrative or related persons.
    • (4) Change the program of BH&Rubeurs or hacking the server without authorized right from BH&Rubeurs, and discretionally change part or whole of the posts in the bulletin board of the web site, the web site itself.
    • (5) Reproduce information through this site without an approval of BH&Rubeurs, use this information on communication industry including publication and broadcasting or provide 3rd party with this information.
    • (6) Post vulgar or lustful information, sentence, a figure, an audio file, movie against public morals and order in the bulletin board of the web site, email or spread these using other method to others.
    • (7) Transmit or post contents which have possibility of encroaching honor or privacy of others since it is about insulting remarks or personal issues, or email or spread these using other method to others.
    • (8) Slander, harass, threaten other users or aggrieve a specific user consistently.
    • (9) Collect and save personal profile of other users without an approval from BH&Rubeurs.
    • (10) Activities which are judged objectively to be related to crime.
    • (11) Offenses of BH&Rubeurs Policies and condition of utilization including this Bylaw.
    • (12) Violation of other relevant Act and subordinate statute.
    • (13) An insincere member didn’t access the web site for a year.

1. 1. The withdrawal of a Full membership is allowed to all upon their wishes.
2. 2. The expulsion of a Full membership shall be adopted by resolutions of Full memberships for the reasons stated below:
   • (1) A member who has warnings more than 3 times due to rejection of BH&Rubeurs Policies and the Bylaw of RUBEURS.
   • (2) A member needs to be decided to be dropped from the club due to violation of Article 6 & 7 in this Bylaw.
   • (3) A member who was dropped off the club has the right to give evidence of the behavior if a member wants to.
   • (4) Vote on the expulsion of a Full membership is confirmed by resolutions of one-half of voters.

1. 1. The Administrative consists of 2 people including general affairs.
2. 2. Confirmed by the secret ballot through Naver Café.
3. 3. The winner and the second winner of voting are elected as the Administrative.
4. 4. A manager of general affairs operates the Administrative, financial management of the club as well. The vote for general affairs is along with voting for the Administrative and the winner of voting is elected as a manger of general affairs.
5. 5. The voting period of the Administrative.

6. 6. A recommendee has to express clearly intention of election within 5 days of registration period in the bulletin board of the web site.
7. 7. A recommendee from the Administrative who expressed her/his intention to resign shall be excluded without delay in the eligible list.
8. 8. When a position of the Administrative is vacated during its term, the vacant position will be filled through voting based on agreement from a Full membership (However, please respect opinion of the remained Administrative in case of the rest of its term of office is less than 2 months).The term of office of the Administrative elected to fill a vacancy is the remainder of the term of office of his/her predecessor.
9. 9. The term of office of the management elected through a by-election shall be determined by the remainder of her predecessor’s term and shall be deemed to have completed her one-year term. If the remained term of office is under 6months, the management team will not receive any benefits of the management team, but if it is more than 6 months, they will get benefits.
10. 10. When the election frauds happens during the voting period for the Administrative, the second/next winner of voting in the candidates shall be elected as the Administrative automatically. If there are openings in the Administrative after voting, the vacant position will be elected by revote from a membership.
11. 11. If the result of voting for the Administrative is a tie, there will be another vote (A revote period will be open for 3days only).

1. 1. The term of office of the Rubeurs management team shall be one year. (Reappointment of the Administrative shall be limited one time only. However, in case of 2years consecutive terms of office including the first year of the term, the Administrative can be recommended again after 1year from their last day of the Administrative).
2. 2. The term of office of the Administrative is from the 1st of August to 31st of July in the next year.

1. 1. Shall observe BH&Rubeurs Policies and the Bylaw of RUBEURS.
2. 2. Be sure to do their duties of managing and operating the bulletin board of the web site and data of RUBEURS.
3. 3. Contribute to a better mutual interact among Lee Byung-hun, relevant companies and members of RUBEURS, take overall responsibility for operating RUBEURS.
4. 4. When using power and right of the Administrative, be sure to be more cautious and don’t violate the Bylaw of RUBEURS.
5. 5. Respect opinions of members and operate RUBEURS for the majority profit.
6. 6. All data taken during the term as the Administrative must belong to RUBEURS, not privately owned.
7. 7. The previous Administrative shall hand over all data (all stuff including movie, picture, memento, etc. and the original properties) to the next Administrative or the management company.
8. 8. When conflicts and issues arise among the Administrative, it shall be solved within the Administrative internally. In case of external issues, the Administrative shall find solutions through agreements from the bulletin board of the web site and the regular meeting.
9. 9. No charge of the annual fee of a Full membership for the Administrative during its term of office.
10. 10. After serving their term as the Administrative, they will be given a present equivalent to KRW 100,000 per 1year term or KRW 150,000 per 2years term. However, in case of voluntary resignation or the expulsion from the club, there shall not be a present to them.

1. 1. Korean Full membership over 20years old having more than 3years registered and consecutive activities in RUBEURS.
2. 2. Not a current operating person of other entertainer regardless of their official name.
3. 3. Members can proactively attend the regular meetings of RUBEURS and each event, and can manage the web site for their term.

1. 1. Resignation of the Administrative is free by their wishes at any time. However, before resignation, the replacement or successor shall be in place and take responsibility of completing the change-over.
2. There may be an impeachment of the incumbent Administrative if they do not do their duties properly such as behaviors against public morals as the Administrative or intentionally give damages to RUBEURS. In the event that the person who is at the center of the controversy has right to give evidence of the behavior to members through the bulletin board of the web site and the regular meetings if she/he wants to.
3. 3. An impeachment arose shall be adopted by the affirmative vote of a majority (one-half) of voters.

1. 1. Finance of RUBEURS is obtained with an annual fee of a Full membership per each term/period and other revenue.
2. 2. The fiscal year of RUBEURS is same the term of a Full membership as from 1st of September to 31st of August in the next year.
3. 3. The annual fee of a Full membership shall be adopted by resolutions of Members through voting in compliance with opinion of members
4. 4. The Administrative shall announce expenditure of over KRW 1,000,000 per each case on the bulletin board of the web site to a Full membership and report the results.

1. 1. An Administrative of general affairs of RUBEURS reports the accounting settlement of the previous month to the members on the first week of each month.
2. 2. An Administrative of general affairs of RUBEURS shall disclose the accounting settlement details (details, bankbook details, receipts, etc.) on the website and RUBEURS Café at the same time.
3. 3. After all events with membership expenses, the receipt and expenditure details are disclosed on the bulletin board and reported to the regular members.
4. 4. Open a Kakao Bank account as the main account so that the management can check the deposit and withdrawal together

1. 1. In the event that requests for revision, new legislation, an abolition of the Bylaw of RUBEURS, after collecting opinion from a Full membership through the bulletin board of the web site, shall be adopted by the affirmative vote of a majority of voters.
2. 2. A proposed revision of the Bylaw shall be posted for a week after proposal, and voted for 5 days, and then the results of the voting are without delay announced to members.
3. 3. The revised Bylaw announced the date of enforcement, and it will be effective from that day.
4. 4. If the revision is confirmed, the old version of the Bylaw is invalid immediately from the date of enforcement.
5. 5. Situation not described or proposed in the Bylaw of RUBEURS can be made up by resolutions of Rules of operation by the Administrative.
6. 6. All votes in RUBEURS shall be adopted by the affirmative vote of a majority of voters.
7. 7. The rules of operation can be determined without voting of Full memberships by comments in the bulletin board of the web site or the regular meeting upon the decision of the Administrative.

1. 1. The Administrative of Rubeurs can do a supporting event with fund raising activities from Full membership of Rubeurs in case there is supporting activity for the actor, BH Lee.
2. 2. The Administrative must post details of use on supporting activities within 1 week after use of the sponsorship money.

本会は、俳優イ·ビョンホン公式ファンクラブ“[ビョンホン＆ルバース]、（BH＆Rubeurs）”と称します。（以下 BH＆Rubeurs あるいはルバース）ルバース Rubeurs）とは、7 月の誕生石である Ruby をもとにして作った造語で、変わらない心でイ·ビョンホンと共にいることを約束するという意味です。

ルバースは俳優イ・ビョンホンに関する情報の共有、応援活動、会員間の親睦と友情を分かち合うための集まりです。

俳優イ·ビョンホンと彼の演技を愛し、彼を愛する人との出会いも大切に思い、ファンクラブの正会員としてさらに積極的に活動したいと思う人は、ルバースの正会員に加入申請をすることができます。

1. 1. ルバース正会員は、国籍、年齢、性別を問わず加入できます。
2. 2. .ルバース正会員は、国籍により韓国正会員と海外正会員に区分します。
3. 3. ルバース正会員は、年齢により青少年会員（満 19 歳未満 - 投票権なし）と成人会員（満 20歳以上）に区分されます。
4. 4. .ルバースのすべての活動は、韓国正会員を中心に行われます。
5. 5. ルバース正会員は、まず、Web サイト（www.leebyunghun.kr）に会員加入して BH＆Rubeurs の準会員として承認を受けなければなりません。
   これは、正会員加入に先だち、申請者の本人確認及び BH＆Rubeurs のメンバーポリシーを誠実に履行することを約束することを意味します。
6. 6. ルバース正会員は必ず募集期間内に申請しなければならず、準会員は、別途会員加入期間なしにいつでも加入可能です。
7. 7. ルバース正会員は、年 1 回（8 月の第 2 週から第 3 週までの 2 週間）掲示板の公示を通じて募集するものとし、場合によって非定期に特別正会員追加募集があります。
8. 8. ルバース正会員の追加募集は、特別な状況と判断される場合に運営スタッフの主管により一回限りのイベントとして施行でき、正会員の投票で追加募集の可否を最終決定します。
9. 9. .正会員の活動期間は 1 年と定めます。（当該加入期間 9 月 1 日から翌年 8 月 31 日まで）
   追加募集会員の場合も、定期募集会員と活動期間は同じです。（8 月 31 日まで）
10. 10. 正会員は毎年年会費を納付しなければなりません。
    
    韓国正会員：～19歳：30,000ウォン（投票権なし）/ 20歳～：50,000ウォン（変更する場合があります）
    海外正会員：60,000ウォン一律（変更する場合があります）

    • （1）必ず本人の名前で入金します。

11. 11. 年会費は、1 年間ウェブサイト（www.leebyunghun.kr）を維持管理し、イ·ビョンホンを応援するすべての活動と、その他ルバースを運営するにあたって使用され、また、正会員加入時に配布される記念品の製作・発送に使われます。
    チョンモ、誕生日パーティー、ファンミーティング、団体観覧などルバースが主催するイベントは、別途会費を徴収して行ないます。
12. 12. 追加募集正会員には、入会期の記念品が配布されない場合があり、これに従い加入会費の変動がある可能性があります。
13. 13. 年会費を入金後、正会員募集の公示に際して添付される[会員加入申請書]のフォームをダウンロードして記載項目をすべて記入し、韓国会員は、（rubeurs@hanmail.net）/海外会員は、（rubeurs712@nate.com）までお送りください。
14. 14. 韓国の正会員は、ネイバー・ルーバーズ・カフェ(http://cafe.naver.com/loverubeurs)に入会し、1 回登録を受けると正会員として受け入れられます(前年の新規および未登録会員に限る)。
15. 15. BH＆Rubeurs メンバーポリシーの第 5 条（会員加入申請の制限）に基づき、正会員加入が認められない場合があります。

1. 1. ルバース韓国正会員は、議題発言権、議決権、選挙権、被選挙権を有します。
2. 2. ルバース正会員は、（www.leebyunghun.kr）内のすべての掲示板を閲覧して文章を書き込むことができます。
3. 3. ルバースの全てのオン・オフラインの活動について、韓国正会員＞海外正会員＞準会員の順に優先参加権を有し、行事によっては韓国正会員のみの特典が与えられる場合があります。

3. 3. ルバースの全てのオン・オフラインの活動について、韓国正会員＞海外正会員＞準会員の順に優先参加権を有し、行事運営において、韓国正会員のみの特典が与えられる場合があります。
4. 4. ルバース正会員には、個人別の永久固有番号が与えられます。（Rubeurs ID-code No.）
5. 5. ルバース正会員には、ルバースが独自に製作する加入記念品を発送します。
6. 6. .海外正会員は自由に意思表現や提案をすることができますが、ルバース正会員会則に対しては、いかなる異議も申し立てることはできません。
7. 7. 海外正会員には会計監査権、選挙権、被選挙権がありません。

1. 1. ルバースのポリシーならびに正会員会則、会員の協議で決定された実施細則は、必ず遵守しなければなりません。
2. 2. ルバースの公示事項を必ず確認して遵守しなければなりません。
3. 3. ルバースのすべての活動は、実名制を原則とします。
4. 4. ルバースに対する持続的な関心と参与を示さなければなりません。（オン・オフ活動、投票権行使など）
5. 5. 会員間の誹謗中傷と、他の芸能人への誹謗中傷を厳に慎まなければなりません。
6. 6. 会員相互の基本的な人格尊重と礼儀を守らなければなりません。
7. 7. 合理的な討論と意見調整で円滑なルバースの運営がなされるように協力します。

1. 1. 運営スタッフは、ルバース韓国正会員の加入が完了後、韓国正会員の人数と名簿を naver カフェに公開します。
2. 2. 運営スタッフは、先着順で参加申込みを受ける場合、特別な事由がない限り、掲示板に事前に公示します。
   （ただし、まず韓国会員から先に申込みを受けます。）
3. 3. .ルバースの運営および活動に関するアドバイス、提案、建議事項、その他問い合わせ等は掲示板または公式の電子メールを通して行なってください。
   運営スタッフに個人的にモバイル・メッセージ（携帯メール）を送ることは業務の妨げともなるため、可能な限りご遠慮ください。
4. 4. ルバース内のすべての投票は、naver カフェにて行います。
5. 5. 運営スタッフはイベント開催の際、公式的に手伝い人の支援を受けることができます。 ただし、現場の状況に応じて柔軟に運営することができます。
6. 6. 運営スタッフは、正会員がメンバーポリシー第 8 条（会員の義務）と本会則第 6 条（正会員の基本原則）の各条項に違反した場合、議決なしで即時に‘警告’処分することができ、該当会員の名前と違反事項を掲示板に公示します。
7. 7. 運営スタッフは、‘警告’処分が 3 回累積された会員に対し会員除名を議決することができます。
   （‘警告'処分は、引き続き次の期に繰り越されます。）
8. 8. ルバース内のイベント申込みは必ず本人の名義でしなければならず、運営スタッフの承認なしには他人の名義で代理申請することができません。（ただし、運営スタッフが、会員の状況をやむを得ない場合だと判断した場合は、代理申請を承認することができます。）
   しかし、先着順限定のイベントへの参加申請の場合、代理申請は絶対にできません。
   運営スタッフの承認の無い代理申請が摘発された時には、参加申込みは無効となり、‘警告’処分を受ける場合があります。
9. 9. ルバース内のすべての公式行事において、やむを得ず欠席する場合は、必ずイベント前日までに掲示板や電子メールで、または運営スタッフにモバイル・メッセージ（携帯メール）で申請の取消をしなければなりません。（当日のキャンセルは‘警告’処分することができます。ただし、運営スタッフがやむを得ない状況だと判断した場合は例外とします。）
10. 10. 会員間の個人的な問題をルバースに掲載して公論化する行為を禁止します。
    （正会員間のトラブルであっても、個人的な方法で十分に解決できるにも関わらずあえて掲示板で公論化してルバース内に混乱を引き起こし、問題を拡大させる行為と判断される場合は、運営スタッフは該当掲示物を削除し、‘警告'処分することができます。）
11. 11. ルバース主催のイベント、MT、チョンモ等へのイ·ビョンホンさん参加の有無を、運営スタッフ、所属事務所に個人的に確認するなどの業務妨害行為を禁止します。これに反した場合は、‘警告’処分を受ける可能性があります。
12. 12. 参加申込みをしていないルバースのイベントには、運営スタッフの事前の承認なしに会員の一存で参加することはできません。
    ただし、人数の動員が必要とされるイベントや一般チョンモ等、状況によってイベント開始前に運営スタッフが参加を承認する場合があります。
13. 13. ルバースが主催する主なイベント（MT、誕生日チョンモ、団体観覧、特別イベント等）、または招待されて参加する外部のイベント（授賞式、試写会等）に、正当な入場資格なしに入場を試み、あるいは入場した場合は、摘発時退場措置を執り、‘警告'処分無しに、直ちに該当会員の除名を議決することができます。
14. 14. 運営スタッフは、正会員が以下のメンバーポリシー第 9 条（会員権限の制限）に基づきこれに違反した場合、問題の軽重によって‘警告’処分無しに、即時会員の除名を議決することができます。正会員の除名に対する議決は、全体正会員の投票で決定することを原則とします。

    BH＆Rubeurs は、各会員が本ポリシー第8条の会員の義務条項に違反、あるいは次の各号に該当する場合、会員の資格を制限し、必要な場合は法的な制裁を加えることができます。準会員は摘発即時会員資格を剥奪し、正会員は別途罰則規定に基づき処分を決定します。
    • (1) 他の利用者の ID、パスワードを盗用する行為
    • (2) 対外的にイ・ビョンホンと BH＆Rubeurs の名誉を毀損する行為
    • (3) BH＆Rubeurs 運営スタッフ（役員）あるいは関係者を詐称する行為
    • (4) BH＆Rubeurs から特別な権利を与えられることなく BH＆Rubeurs のプログラムを変更したり、サーバーをハッキングしたり、ウェブサイトあるいは掲示情報の一部または全部を任意に変更する行為
    • (5) 本サイトを通じて得た情報を BH＆Rubeurs の事前の承諾なしに他の目的で複製、もしくはこれを出版及び放送などに使用、あるいは第三者に提供する行為
    • (6) 公序良俗に反する低俗、わいせつな内容の情報、文章、図形、音響、動画を転送、掲示、電子メールまたはその他の方法で他人に流布する行為
    • (7) 侮辱的な、あるいは個人の身上に関するものであるため他人の名誉やプライバシーを侵害するような内容を転送、掲示、電子メールまたはその他の方法で他人に流布する行為
    • (8) 他の利用者を誹謗、戯弄、あるいは威嚇したり、特定の利用者に継続的に苦痛や不快感を与えたりする行為
    • (9) BH＆Rubeurs の承認を受けずに、他の使用者の個人情報を収集または保存する行為
    • (10) 犯罪につながると客観的に判断される行為
    • (11) 本ポリシーを含む、BH＆Rubeurs が定めたその他規定または利用条件に違反する行為
    • (12) その他の関係法令に違反する行為
    • (13) 1年以上このサイトに接続していない不良会員

1. 1. 会員本人の希望に従って自由に脱退することができます。
2. 2. 会員の除名は、次の事項に該当する会員に限り、正会員の投票で最終決定します。
   • (1) ルバースのポリシー及び会則に従わず、運営スタッフの‘警告’処分を3回以上受けた会員。
   • (2) 本会則第6条と第7条の条項に違反し、除名されるべきと判断される会員。
   • (3) 除名が決定された当該会員は、本人が希望する場合、釈明できる機会を有します。
   • (4) 正会員の除名案件に関する投票は、投票者の1/2の賛成で決定します。

1. 1. ルバースの運営スタッフは2名（総務を含む）で構成します。
2. 2. naver カフェにて無記名の秘密投票で決定します。
3. 3. 最多得票者と次点得票者を運営スタッフに選出します。
4. 4. 総務はルバースの運営スタッフの業務のほか、財務管理業務を担当するものであり、総務投票は、運営スタッフの投票と同時に実施し、最多得票者をもって総務に選出します。
5. 5. 運営スタッフの投票期間
   -毎年7月の第2週の5日間、候補者の推薦を受け付けます。
   -毎年7月の第3週の5日間、運営スタッフの投票を行います。
   （上記すべての事項は、掲示板に公示するとともに、全会員にメールやモバイル･メッセージでお知らせします。）
6. 6. 運営スタッフとして推薦を受けた人は、推薦期間5日間のうちに、推薦に対する自分の意思を掲示板にて明確に示すこととします。
7. 7. 運営スタッフとして推薦を受けた人のうち、棄権の意思を明らかにした人は、直ちに候補から除外するものとします。
8. 8. ルバース運営スタッフが任期途中で辞任する場合は、補欠選挙によって欠員を補充し、任期は前任者の任期の残り任期までにします。
   （ただし、残り任期が2ヶ月未満の場合、欠員補充の可否は任期中の運営スタッフの意見を尊重します。）
9. 9. 補欠によって選出された運営スタッフの任期は前任者の残り任期までであり、1年の任期を果たしたことになります。
   ただし、6か月未満の場合は運営スタッフ特典は提供されず、6か月以上の場合は特典が発生します。
10. 10. 運営スタッフ選出投票時の不正行為が発覚した場合、次点候補者が自動的に運営スタッフに選出されます。
    万一、人数が足りない場合は、不足人数のみ再度投票で選出します。
11. 11. 運営スタッフの選出において同点得票となった場合は、再投票を実施します。（再投票期間は3日間です。）

1. 1. ルバースの運営スタッフの任期は1年です。
   （運営スタッフの再任は1回に制限するものとし、最初の1年を含めて2年連任した場合には、1年をおいた後に再び推薦を受けることができます。）
2. 2. 運営スタッフの任期は、当該年8月1日から翌年7月31日までとします。

1. 1. BH＆Rubeurs のメンバーポリシー及びルバース会則を必ず遵守しなければなりません。
2. 2. 掲示板及びすべてのルバースの資料を誠実に管理し運営しなければなりません。
3. 3. イ·ビョンホンならびに関連会社と会員間の相互交流が円滑に行われるように寄与し、ルバース運営における総ての責任を負います。
4. 4. 運営スタッフの権限を行使する際には慎重を期すものとし、会則に違反してはなりません。
5. 5. 会員の意思を尊重し、多数の利益のために運営しなければなりません。
6. 6. 運営スタッフとして撮影したすべてのデータは、個人の物ではなくルバースの資産であり、個人が所蔵することはできません。
7. 7. 前任の運営スタッフは1年間のすべての資料（動画、写真、記念品などルバースの物品および資産の原本の一切）を次期運営スタッフや所属事務所に悉く譲渡しなければなりません。
8. 8. 運営スタッフ間の意見の相違により対立や問題が発生した場合、運営スタッフの間でこれを解決することとし、その問題が対外的な事案である場合は、掲示板やチョンモにおいて正会員と議論して決定します。
9. 9. 運営スタッフには、任期当該期の正会員年会費を免除します。
10. 10. 運営スタッフには任期終了後（1年在任時10万ウォン/ 2年在任時15万ウォン）相当のプレゼントをします。
    ただし、運営スタッフが任期中に不正行為により自主的に脱退、あるいは除名された場合にはプレゼントは取り消されます。

1. 1. 満20歳以上のルバース韓国正会員であることを要し、3期以上連続して活動していなければなりません。
2. 2. 立候補時点で、他の芸能人のファンクラブの運営スタッフであってはいけません。
3. 3. 任期中、Web サイトの管理と、ルバース・チョンモ及び各イベントにおいて積極的に活動できる会員でなければなりません。

1. 1. 運営スタッフの辞任は、本人の希望に従って自由にすることができます。
   ただし、辞任前の業務を代行する次期運営スタッフの構成と引継ぎに対しての責任が先行されなければなりません。
2. 2. 運営スタッフとして道義に背く行動をする、故意にルバースに被害を与える行動をするなど、その任務を正しく遂行できないと判断される場合、当該運営スタッフの弾劾を議決することができます。この場合、当該運営スタッフは、本人が望む場合、掲示板やチョンモを通し釈明できる権利を有します。
3. 3. 発議された運営スタッフの弾劾案は、投票者の1/2以上の賛成で決定されます。

1. 1. ルバースの財政は、各会期の正会員会費とその他の収入で充当します。
2. 2. ルバースの会計年度は、正会員の期間と同じく、当該年9月1日から翌年8月31日までとします。
3. 3. ルバース正会員の会費は、会員の意見を募り、投票にて最終決定します。
4. 4. 1回100万ウォン以上を支出しなければならない場合、事前に掲示板で正会員に通知し、その結果を報告します。

1. 1. 総務は毎月第1週に前月の会計精算を会員たちに報告監査を受ける。
2. 2. 総務は会計精算内訳資料（内訳書、通帳内訳領収書など）をホームページとネイバーカフェ2ヵ所に同時公示する。
3. 3. 会費支出があるすべての行事後には領収書と支出内訳を掲示板に公示し、正会員たちに報告する。
4. 4. カカオバンク通帳を開設し、運営陣が共同入出金を確認できるようにする。

1. 1. 新しい会則の制定や既存の会則の廃止、又は変更（以下、会則改定）に対する要求がある場合は、掲示板を通じて正会員の意見を募った後、投票で最終決定します。
2. 2. 会則改定の投票は、発議後1週間公示した後、5日間の投票期間をもって実施し、その結果を即時会員に公表します。
3. 3. 改定会則は別途施行日を公表し、その日から即時効力が発生します。
4. 4. 会則改定が確定すれば、施行が公表された日から旧会則は、即時効力を失います。
5. 5. ルバース会則に提示あるいは明示されていない事項は、運営スタッフが施行細則を規定し、正会員の議決により補完することができます。
6. 6. ルバース内のすべての投票は、投票参加者の過半数の賛成を原則とします。
7. 7. 施行細則の議決は、運営スタッフの判断により正会員の投票を経ずに、掲示板のレスやチョンモなどを通じて決定することができます。

1. 1. ルバースで俳優さんの為のサポートイベントがある際、運営スタッフは正会員から後援金を受け取って運営することができます。
2. 2. 後援金の使用内訳を、運営スタッフは使用後1週間以内に掲示板に掲示しなければなりません。
